Seven rounds of city addresses: still CMRAs, still not a lease
A Cincinnati or Raleigh PMB is a staffed mail center on a map, not a tax election and not a bank-approval charm. Networks list locations in all five of these cities. Inventory turns over. Open the provider’s finder and read that row’s monthly price, scan fees, and whether pickup is allowed before you print letterhead.

Read the city and ZIP on the card — several of these Anytime “city” paths still dump statewide inventory on one page.
iPostal1 also publishes a registered-agent add-on in listed states. A Cincinnati, St. Louis, Milwaukee, Raleigh, or Jacksonville mailbox is still not automatically an RA appointment. Company-run scanning hubs get used as if they were downtown. They are not.

- Lake Saint Louis vs St. Louis — A Lake Saint Louis Blvd PMB is St. Charles County. It is not a Market St / Pine Street City of St. Louis storefront.
- Triangle suburbs vs Raleigh — Cary, Apex, Wake Forest, Durham, and Clayton may appear in a “Raleigh” search. They are not a Glenwood Ave / Millbrook Rd Raleigh door unless the street and city say so.

What “downtown” still is

Downtown Cincinnati (Elm Street), St. Louis (Market St / Pine Street), Milwaukee (N Jefferson St / N Milwaukee St), Raleigh (Glenwood Ave), and Jacksonville (Riverplace Blvd / N Market St / Riverside Ave) shops land in the expensive buckets when they are available. Anytime Mailbox location cards set their own rent. Believe the live card, not the homepage average. Check current pricing before you subscribe.
You still complete Form 1583. You still use PMB or #. Banks still can flag the building as a CMRA. An Elm Street mail center does not convert a CMRA into a lease. A Lake Saint Louis suburb does not make you a downtown St. Louis resident. A Raleigh prestige location is still a CMRA.
Pickup vs scan-only
The reason to pay city rent is often same-day pickup, a local UPS/FedEx stop, or a return drop. Confirm hours and ID required to pick up, whether the virtual-mailbox plan includes pickup or the store charges extra, and whether registered mail still requires a trip to the Post Office (USPS says you must collect Registered Mail at the Post Office, not the CMRA).
If you will never set foot in Cincinnati or Jacksonville, a city PMB is a vanity line plus whatever scan SLA that franchisee meets. A company hub in another state may scan faster because that is their whole business. Pay city rent when you will use the door.
Local business licensing
Using a city PMB on a website does not register you with that city. A mailbox provider’s checkout is not a municipal license.
- Cincinnati — The city does not issue one blanket business license for every activity; Finance / Treasury lists activity-specific licenses, and many businesses also need a City income-tax account. - St. Louis — Many commercial activities need a City business license through the License Collector. A Market St PMB is not that license. Source: stlouis-mo.gov License Collector.
- Milwaukee — Many activities need a City license through the City Clerk License Division. An N Jefferson St PMB is not that license. Source: city.milwaukee.gov City Clerk license · obtain licenses and permits.
- Raleigh — The City of Raleigh no longer requires a general municipal business license (NC law removed that authority).
