Escapees mail forwarding in Texas: how the Livingston address works
Escapees runs its whole mail service out of one place: Livingston, Texas, in Polk County. If you pick Texas as your home state with Escapees, that Livingston address does double duty. It is where your mail and packages land, and it is the address Escapees says you can use as your residence for your Texas license, plates and voter registration. This page explains how that works, what Escapees charges, and what Texas offices ask a full-timer for. Everything was checked on 24 Oct 2026 from Escapees’ pages and Texas state and county pages. It is not legal advice.

How the Texas address works
From the Escapees Domicile & Residency pages and their mail service FAQ (checked 24 Oct 2026):
- All Escapees mail is processed in Livingston, Texas, at their main mail center. Even Florida and South Dakota customers get a Texas address too.
- Your address looks like
101 Rainbow Dr, # xxxxx, Livingston, TX 77399. The number after the # is your personal mailbox (PMB) number. - Escapees says members can use the Rainbow Drive address as their physical address for domicile. That puts you in Polk County for your county offices, voter rolls and jury lists.
- Packages (USPS, UPS, FedEx and other carriers) can go straight to that same address. There is no separate “state mail only” address to keep straight.
- Escapees describes itself as a commercial mail receiving agency (CMRA) licensed by the U.S. Postal Service, so you still fill out USPS Form 1583 when you sign up. See Form 1583 and notary.

What Escapees charges (checked 24 Oct 2026)
The mail service is a benefit for Escapees RV Club members only, so club dues come on top. We didn’t find the dues on the mail service pages, so check them on the club site.

|---|---|
| Category A (all mail forwarded, junk included) | $125 a year |
| Category B (only the mail types you pick) | $145 a year |
| Category C (custom sorting) | $175 a year |
| Business account | $175 a year |
| Temporary account, Category A only | 2 months $40, 3 months $50, 4 months $60, 6 months $70 |
| Mail scanning | $10 a month, or $100 a year |
| Enrollment fee | $50, waived for new subscribers while their promotion runs |
| Postage deposit | $50 up front; actual postage comes out of it |
| Packages | $1 each; $5 if any side is over 30 inches |
| Package storage | Free 30 days, $5 for days 31–60, then $10 every 30 days |
| Certified mail | $0.75 to receive |
| Absentee ballot sent to Escapees’ Shepherd, TX P.O. box (see voting below) | $5 per ballot, from your postage account |
The rates page also shows a lower summary of $110 / $130 / $150 a year for the three categories, while its rate cards and the FAQ say $125 to $175. Ask Escapees which one applies when you sign up. The page says promotional pricing renews at the standard rate once the promotion ends.
Escapees won’t accept anything perishable, refrigerated, alcohol, ammunition, firearms, tobacco or hazardous, and it has no refrigeration for medicine. For prescriptions, see packages and prescriptions on the road. It won’t forward to addresses outside the U.S. When you cancel, it keeps forwarding first-class mail for six months, and leftover postage is refunded after that.
What Texas asks a full-timer for
A mail service gives you an address. Texas decides whether you count as a resident. These are the state’s and county’s rules, not Escapees’.
Driver license (Texas DPS)
- DPS asks for two printed documents with your name and Texas residential address. One has to show you’ve lived in Texas at least 30 days, but that 30-day part is waived if you surrender a valid, unexpired license from another state.
- The DPS list includes things like a Texas vehicle registration or title, a Texas voter registration card, a current auto insurance policy or card, bank or credit card statements from the last 180 days, and mail from a government agency from the last 180 days. If you can’t come up with two, DPS says you may be able to use a Texas Residency Affidavit.
- Escapees says Texas recognizes its Rainbow Drive address as a valid address for a license. That is Escapees’ claim, so bring extra paperwork in case the clerk asks.
- Your first Texas license is in person at a DPS office. Escapees’ Texas guide says to apply within 90 days of becoming a resident, suggests the Polk County office, and says you won’t need the knowledge or driving test if you hold a valid license from another state.
- Escapees’ Texas guide suggests registering your vehicles first, because DPS wants proof of vehicle registration and insurance.
Renewing later from the road is covered in our driver license renewal guide. Big rigs may need a Class A or B license in Texas; the license guide covers that too.
Vehicle registration (TxDMV and the Polk County tax office)
- TxDMV says new residents have 30 days after moving to Texas to register a vehicle, at the county tax assessor-collector office. With the Escapees address that’s Polk County.
- Bring your insurance card and proof you own the vehicle, such as the title or registration from your old state. If your insurance policy was issued in another state, TxDMV says to bring the whole policy so they can check it meets Texas minimums ($30,000 per injured person, $60,000 per accident, $25,000 property damage).
- Polk County is not on TxDMV’s list of emissions-test counties.
- New residents also pay a sales-tax-related fee, which TxDMV says can be $90 or the difference between your old state’s sales tax and Texas sales tax.
- Escapees’ Texas guide says RV registration fees go by weight: bring proof of weight (gross weight for fifth wheels and travel trailers, unloaded weight for motorhomes) and a photo of the outside of the RV. The spec sheet in the RV helps.
Renewing plates from the road: RV registration renewal from the road.
Voting
- Texas registration asks for your residence address. Escapees’ Texas guide shows members who use Rainbow Drive as their legal residence describing it on the application as “Rainbow’s End” plus their Rainbow Dr. street and PMB number. Confirm with the Polk County voter registrar.
- Escapees’ Texas guide says you can register to vote while you’re getting your license, and that a Texas registration takes effect 30 days after the registrar receives it. It suggests doing it in person in Polk County.
- Texas only lets some voters vote by mail. Being away from your county during early voting and on Election Day is one of the reasons, and a ballot mailed for that reason has to go to an address outside the county.
- Escapees says members traveling out of state can have ballots sent to Your Name, c/o Escapees RV Club, PO Box 1578, Shepherd, TX 77371, for a $5-per-ballot fee from your postage account. That is Escapees’ service; check timing with them before a close election.

Jury duty in Polk County
A Texas domicile on Rainbow Drive means you can be summoned in Polk County. The Polk County District Clerk’s jury page (checked 24 Oct 2026) says you can answer online through eResponse, call 936-327-6814 to defer, or use the phone system at 844-927-2687. People over 75 can claim an exemption from petit jury service, including a permanent one. Escapees’ FAQ says the clerk and Escapees both encourage members to answer a Polk County summons by phone at 936-327-6814. More in jury duty for full-time RVers.
Is Escapees Texas the right pick?
- It fits if you want the simplest setup: one address for mail, packages and state paperwork, no per-piece state mail fee, and a county clerk that’s used to RVers.
- Look at South Dakota or Florida if Texas vehicle or insurance costs don’t work for you, or you’d rather have that state’s rules. Our SD vs Texas vs Florida domicile guide compares them, and the RV mail forwarding comparison covers other services and prices.
- App mailboxes like iPostal1 or Traveling Mailbox are good for scanning mail, but they aren’t built around giving you a home-state address. See Anytime vs iPostal1 vs Traveling Mailbox.
