Picking an RV domicile state: what SD, Texas and Florida actually ask for
Most full-time RVers pick South Dakota, Texas or Florida as home base, and every RV mail service in those states advertises help with it. But the mail service is only one piece. The driver license office, the county treasurer, the election office and the courts each have their own rules about what an address has to be. This page lays out what each state’s own agencies published, checked on 12 Oct 2026. It is not legal or tax advice.
Choosing a mail service? See the RV mail forwarding service comparison (Escapees, America's Mailbox, St. Brendan's Isle, Good Sam Mail Service, American Home Base, DakotaPost and the app mailboxes) or the shorter RV and snowbird guide.

Side by side (state sources, 12 Oct 2026)
| South Dakota | Texas | Florida | |
|---|---|---|---|
| State income tax | None, per SD Department of Revenue | None, per Texas Comptroller | No personal income tax, per Florida Dept. of Revenue |
| Driver license with a mail forwarding address | Yes, through a Residency Affidavit for full-time travelers. You bring a receipt for at least one night’s stay in South Dakota (RV park, campground or hotel, within the past year) plus a document showing your personal mailbox (PMB) address. The affidavit says the PMB must be a mail forwarding service, “not a virtual only mail service.” | DPS asks for two printed documents with your name and Texas residential address, one showing 30 days in Texas (waived if you surrender a valid out-of-state license). Mail with a forwarding label or stick-on address label is not accepted. DPS lists no RVer exception. | FLHSMV asks for two different documents showing your Florida residential address. If they aren’t in your name, the person you live with can sign a Certification of Address. Out-of-state addresses are no longer accepted for a Class E license. |
| Vehicle title and plates | Through a county treasurer, by mail possible. Since 1 Jul 2024 there is a $100 non-resident fee per title if you have neither an SD license/ID nor a physical SD address. PO boxes and mail forwarding addresses don’t count as physical. | Since 1 Jan 2025 non-commercial vehicles no longer need a safety inspection to register. You pay a $7.50 inspection program replacement fee with registration instead. Emissions testing still applies in 17 counties; commercial vehicles still need inspection. | Check with your county tax collector (they also run driver license services in many counties). |
| Voting | From 1 Jan 2026, if you register using only a mail forwarding, CMRA or PO box address and don’t describe where you actually live, you are registered as a federal-only voter (President, US Senate, US House only). | The voter form asks for your residence address, not a PO box or business address. If your home has no street address, you describe where you live and list a separate mailing address. | A 2018 Division of Elections opinion to the Clay County supervisor said customers of a mail forwarding service who have never lived in the county are “most likely not legal residents” for voting, even with a Declaration of Domicile and Florida license. |
| Declaration / affidavit of domicile | The Residency Affidavit above, for the license | Escapees’ attorney blog describes an Affidavit of Domicile filed with the court (no state form on DPS pages) | Florida Statutes 222.17: a sworn Declaration of Domicile filed with the Clerk of the Circuit Court in the county where you reside; the clerk charges a recording fee |
| Jury duty | Jurors must be county residents. To be excused, send a written request to the clerk of courts; the presiding judge decides. Travel dates can be entered on the online questionnaire. | Ask the clerk in the county where you register. We did not find a statewide RVer rule on official pages tonight. | |
South Dakota
South Dakota is the state with a published, step-by-step license path for people who live on the road. The Department of Public Safety’s Residency Affidavit (form dated 05/2024) is an exception to the normal proof-of-residency rule. When you sign it you state that:
- you live in an RV, camper or hotel, or travel full time for work;
- South Dakota is your state of residence and you will return after being away;
- you don’t stay in or keep a residence in any other state; and
- your personal mailbox is a mail forwarding service, not a virtual-only mail service.
Bring it with a one-night stay receipt from a South Dakota RV park, campground or hotel (no more than a year old) and a document from the last year showing your PMB address, like a receipt from the mail service or a piece of mail. DPS says handwritten mail won’t be accepted. In practice that means you have to physically pass through South Dakota to get licensed.
What that means for picking a mailbox: the SD-based RV forwarders (America's Mailbox in Box Elder, DakotaPost in Sioux Falls, and Escapees’ SD address) are built for this. A generic app mailbox may not satisfy the “not virtual-only” line, so ask the provider and DPS before you count on it.
Vehicles: titles and plates go through a county treasurer, and the Department of Revenue says out-of-state owners can apply. Watch the $100 non-resident administrative fee per title (in effect since 1 Jul 2024). You avoid it with a South Dakota driver license or ID, so most full-timers get the license first. DOR also warns that your old state may not allow you to register a vehicle elsewhere.
Voting: South Dakota tightened voter residency in 2025. A resident now means someone with a fixed place where they live and usually sleep for at least 30 consecutive days, who stays a resident while away if they intend to return. Starting 1 Jan 2026, a registration that lists only a mail forwarding, CMRA or PO box address, without describing where you actually live, is limited to federal races only.
Jury duty: summonses go to county residents. The UJS says any excuse must be requested in writing to the clerk of courts and approved by the judge, and you can list dates you’re unavailable.
Texas
Texas is popular with RVers through Escapees, whose headquarters and mail service are in Livingston (Polk County). The state’s own rules are general ones, though, not RVer-specific:
- Driver license: two printed documents with your name and Texas residential address from the DPS list (bank statements, insurance cards, Texas vehicle registration, utility or phone bills, government mail and more). One must show 30 days in Texas unless you surrender a valid out-of-state license. DPS will not take mail addressed with a forwarding label or a stick-on label. The residency waivers DPS lists cover groups like the Address Confidentiality Program, judges and active military, not travelers.
- Address changes: Texas wants your license address updated within 30 days of moving, and the residence line on the change form can’t be a PO box or business address.
- Vehicles: since 1 Jan 2025, non-commercial vehicles don’t need a safety inspection before registration. You pay a $7.50 inspection program replacement fee at registration instead ($16.75 once for a qualifying new vehicle’s first two years). Emissions testing still applies in 17 counties.
- Voting: the voter form asks for your residence, not a PO box. If your residence has no street address you describe where you live and give a separate mailing address.
Escapees publishes a Texas Domicile Guide and an attorney-written post, The Ten Commandments of Texas Domicile (updated July 2026). Its main point: the mail service, plates, license and voter card are the easy half. Time spent in Texas, local doctors and banks, estate papers drawn up in Texas, and where your house and belongings are carry real weight if your old state questions your move. Read their current steps and confirm the license part with DPS before you drive to Livingston.
Florida
- Driver license (Class E): two different documents with your Florida residential address. If you don’t have them in your name, the person you live with can sign a Certification of Address (HSMV 71120), in person or notarized, with two of their own address documents.
- CDL / CLP: applicants who can’t show a List A residency document can use a Declaration of Domicile filed with the clerk plus one List B document. A Certification of Address can’t be used for a CDL.
- Declaration of Domicile: under Florida Statutes 222.17 you swear before an official that you reside in and keep a place of abode in that county as your permanent home, then file it with the Clerk of the Circuit Court, who records it for a fee.
- Voting: the Division of Elections opinion DE 18-09 (2018) looked at Clay County mail-forwarding customers who had never lived there. It said a commercial mailbox can’t be a legal residence and that the Declaration of Domicile and license alone don’t prove one. It also said a residence doesn’t have to be four walls; what matters is real physical presence and intent.
The Florida RV mail services (St. Brendan's Isle in Clay County, Good Sam Mail Service in Crestview, American Home Base in Pensacola) all market residency help. American Home Base’s own FAQ says the service alone doesn’t make you a Florida resident. Plan on actual time in the county if voting there matters to you.

Questions to settle before you pick
- Can you physically get there? South Dakota wants one night’s stay on a receipt. Texas wants 30 days of Texas documents for a first license. Florida wants a Florida residential address on two documents.
- Does voting in state and local races matter to you? In South Dakota, from 2026 a mailbox-only registration gets a federal-only ballot.
- What are you leaving behind? A house, storage unit or doctor “back home” can undercut a new domicile claim. Talk to a tax or legal pro about your old state.
- Then pick the mail service that sits in your chosen state. Use the comparison for prices. App mailboxes like Traveling Mailbox and iPostal1 are handy for scans, but they aren’t domicile services, and SD’s affidavit specifically excludes virtual-only mail.
- Form 1583 is required for any CMRA mailbox. See Form 1583 and notary.
