Florida’s new registration address rule for RVers (effective October 1, 2026)
If your RV, truck or toad is registered in Florida, or you plan to make Florida your home state through a mail service, a change in state law took effect on October 1, 2026. Florida’s registration statute (section 320.02) now asks for the street address of your permanent Florida residence or permanent Florida place of business, asks for stronger ID, and drops the old fallback that let you list a Florida friend’s or relative’s address. This page explains what the law and the state’s own notices say, what they don’t say yet, and what to do before you head to a tax collector’s office. Everything here was checked on 31 Oct 2026 from the law itself, Florida Highway Safety and Motor Vehicles (FLHSMV) notices and manuals, and county tax collector pages. It is not legal advice.

What changed, line by line
The change is in Senate Bill 488, signed into law as Chapter 2026-39, Laws of Florida, section 8, which rewrote section 320.02(2). The act took effect October 1, 2026. FLHSMV told its offices and the county tax collectors about it in Information Notice INFO 26-017, dated 25 Sep 2026.
| Item | Before 1 Oct 2026 | Since 1 Oct 2026 |
|---|---|---|
| Address on the application | Street address of your permanent residence or permanent place of business | Street address of your permanent Florida residence or permanent place of business in Florida |
| Proof of address | Not spelled out in the statute | “Proof of address satisfactory to the department” is now required |
| ID for an individual | Any valid driver license or ID card from Florida or another state, or a valid passport | A REAL ID license or ID card from Florida or another state, an unexpired U.S. passport, or an unexpired foreign passport plus an unexpired Form I-94 |
| No permanent residence, or one without a street address | You could list the name and street address of a close relative or friend who lives in Florida | Deleted. No replacement option for civilians |
| Businesses with no permanent place of business | Could list the home address of an owner, officer or supervisor | Deleted |
| Active-duty military who are Florida residents | Excused from giving a permanent street address | Still excused |
The “before” column comes from the struck-through text in Chapter 2026-39 and the Florida House bill analysis, which describes the old ID rule as any license or ID card and any passport, “expired or not.”
What Florida offices are telling customers
- FLHSMV’s registration manual (RS-01, revised 10/26) now quotes the new statute. It also says that if you use a P.O. box as your mailing address, “the residential address must also be provided,” and that if the owner “does not live in Florida full or part time and cannot provide a Florida address, the motor vehicle cannot be titled and or registered in Florida.”
- If you already hold a Florida REAL ID license, the same manual says the registration clerk can only update your mailing address. Changes to your residential address are supposed to be made when you replace or renew your license or ID card. In plain words: the residential address on your Florida license is what your registration follows.
- Escambia County (Pensacola) posts the rule on its plates and title pages under “Effective October 1, 2026.” It says the permanent residence or business street address “must be located within Florida” and that “currently the only exception is active-duty military stationed outside of Florida.” Its title-transfer checklist now lists “proof of street address of the owner’s permanent Florida residence or permanent place of business in Florida (effective 10/01/26).”
What it means if Florida is your RV home base
- The friend-or-relative workaround is gone for plates. Before October, a full-timer with no home could legally put a Florida relative’s or friend’s address on a registration. That option is no longer in the law. Don’t confuse it with the driver license form called Certification of Address (HSMV 71120), where the person you live with vouches for your address. That form is part of the license document rules, which SB 488 did not change.
- Check your ID before the trip. A license without the REAL ID star, or a passport that has expired, no longer works as ID for a registration. Bring a REAL ID card or an unexpired U.S. passport.
- Mail service street addresses are the open question. The new law says “permanent Florida residence.” It doesn’t define that phrase, and neither INFO 26-017 nor RS-01 mentions mail forwarding services, private mailboxes or RV parks. Florida’s elections office already took the view in 2018 (opinion DE 18-09) that mail-service customers who never lived in a county are “most likely not legal residents” there, but that opinion is about voting, not plates. We found no state ruling either way on registrations.
- Provider pages haven’t caught up. On 31 Oct 2026 we checked the Florida residency pages of Escapees (Bushnell), St. Brendan’s Isle (Green Cove Springs), Good Sam Mail Service / MyRVmail (Crestview) and American Home Base (Pensacola). None mentioned the October 2026 change. Escapees says its “Escapees: Home” option lets you use its Bushnell satellite center as your physical address for state documents, “such as driver license, voter registration, and vehicle registrations,” and its vehicle list still says owners need only a state-issued driver license or ID card. MyRVmail says its physical address “can be used as a mailing address for registering your vehicle, RV, camper, or fifth wheel.” Those are the companies’ statements, and neither page reflects the new ID or address rules.
- Renewals. The statute speaks of the “application for registration.” Neither notice says whether a renewal by mail or online triggers a new address check. If your Florida plates come due while you’re on the road, see RV registration renewal from the road and ask your county before the deadline.
What to do now
- Call the tax collector in the county where your mail service is before you drive there: Sumter (Escapees), Clay (St. Brendan’s Isle), Okaloosa (Good Sam / MyRVmail) or Escambia (American Home Base). Ask plainly: “Since October 1, will you register a vehicle to a full-time RVer whose Florida residential address is my mail service’s street address, and what proof of address do you want?”
- Ask your mail service the same thing in writing, and ask whether customers have registered vehicles at its address since October 1. Keep the reply.
- Get your Florida license first if you are new. RS-01 ties the registration’s residential address to your license record, so the license visit is where your address gets set.
- Bring REAL ID or an unexpired passport, Florida insurance (PIP and property damage liability), your title, and a VIN check if the vehicle came from another state. The fees didn’t change with this law; see the registration guide for the state amounts.
- If the answer is no, compare the other two big RV home states. South Dakota and Texas have their own rules (a one-night lodging receipt for a South Dakota license, two Texas residential documents for a Texas one), covered in the domicile guide.

Quick answers
Can I still use a friend’s Florida address to register my RV?
Not under the registration law as of October 1, 2026. The line that allowed a close relative’s or friend’s address for someone with no permanent residence was deleted from section 320.02.
Can I register in Florida with my mail service’s street address?
Nobody official has said. The law asks for your permanent Florida residence and doesn’t mention mail services. Ask the county tax collector and your mail service before you go.
What ID do I need for a Florida registration now?
A REAL ID driver license or ID card from any state, an unexpired U.S. passport, or an unexpired foreign passport with an unexpired Form I-94.
Does this change Florida driver licenses?
The registration part of SB 488 doesn’t change the license document list. FLHSMV’s license rules (two Florida residential-address documents, or a Certification of Address) are on our domicile guide.
